Abstract: California Insurance Commissioner John Garamendi's proposal for revamping the state's health care system is considered by many to be an improvement on Alain Enthoven's version of managed competition because it separates insurance from employment and includes budgets and a single source of financing. Princeton sociologist Paul Starr, a prominent member of the national Health Care Taskforce, is a proponent of a similar plan on a national basis.
