    Abstract:
    On July 1, 1966, the federal government offered assistance in paying for healthcare to almost all Americans aged 65 or older. The Medicare program has been an incredibly successful program ever since then, but is now facing severe financial and other challenges that require serious reforms. Healthcare delivery systems and technology have undergone tremendous change during the past three decades, and it is time to modernize the Medicare program to reflect these changes and prepare the program for the next century.
