Title: Ryan White CARE Act provisions. Journal: Update Natl Minor AIDS Counc; 1995; ():6, 8. PubMed ID: 11362457. Abstract: The current and proposed changes to the Ryan White CARE Act are listed. Title I targets cities that are disproportionately affected by HIV/AIDS, with funds for outpatient medical care and support services. The proposed bill (S 641) changes include changing the eligibility criteria to require a Title I city to have a population of at least 500,000 and to have had 5,000 AIDS cases within the previous five years. Title II currently provides funding to states to improve existing health care and support services for persons with HIV/AIDS. Proposed changes would allow funds to be spent on substance abuse services, treatment education, and prophylactic treatments. Title IIIA, which has never been funded, was designed to provide grants to states to give to private organizations. S 641 would require that not less than fifty percent of the funds be spent on the continuum of primary care services. Current Title IV law provides support for comprehensive HIV care programs and coordination of access to clinical research programs. Proposed changes to Title IV would require grantees to arrange for or provide coordinated HIV services. Title V (SPNS) is a newly created title. SPNS will get funding from all five titles. SPNS will address the needs of special populations, assist in the development of essential community-based service infrastructure and ensure the availability of services to Native American communities.
