Title: Medicaid initiative for HIV treatments shifts to States. Journal: AIDS Policy Law; 1997 Dec 26; 12(22):1, 18-9. PubMed ID: 11364893. Abstract: Vice President Al Gore announced that the Health Care Financing Administration (HCFA) was unable to implement a national demonstration project that would extend Medicaid coverage to low-income people with HIV. HCFA could not meet the new budget limitations requiring increased expenses to be offset by savings in the same program. The cost of covering people with HIV would not be canceled out by Medicaid savings from reduced hospitalization-related costs within the required five-year period. Therefore, it will now be up to individual States to develop their own initiatives and experimental approaches to meet the health-care needs of low-income residents. To date, six States are studying alternatives, including Massachusetts, where the objective is to provide primary HIV care, drug therapies, and diagnostic services to every HIV-positive resident. The AIDS Action Council is lobbying for increased funding for States that are interested in pursuing grant waivers under Section 1115 of the Social Security Act for experimental approaches to meet the needs of low-income residents.[Abstract] [Full Text] [Related] [New Search]
