    Abstract:
    Nearly 800 physicians and nurses petitioned the governor of Massachusetts to declare a public health emergency and expand needle-exchange programs in the state. Currently, needle-exchange programs are operated in only four communities: Boston, Cambridge, Provincetown, and Northampton. Injection drug use is the highest mode of transmission among Massachusetts residents who develop AIDS, and 70 percent of female AIDS cases are linked to dirty needles. Governor Paul Cellucci told the Boston Globe that he doesn't think a public health emergency is necessary.
