Abstract: Nearly 800 physicians and nurses petitioned the governor of Massachusetts to declare a public health emergency and expand needle-exchange programs in the state. Currently, needle-exchange programs are operated in only four communities: Boston, Cambridge, Provincetown, and Northampton. Injection drug use is the highest mode of transmission among Massachusetts residents who develop AIDS, and 70 percent of female AIDS cases are linked to dirty needles.
