Abstract: Congress passed a $390 billion omnibus appropriations bill boosting funding for all major AIDS programs. Generous funds are provided for research and drug assistance and limited funds for the treatment of substance abuse. The bill increased HIV-related prevention spending by 6 percent, which AIDS Action criticized as a nominal increase when compared to the need.
