  • Title: Doctors say privacy protections lacking in House bill.

    Abstract:
    Legislation that may endanger patients' medical privacy was passed by the House of Representatives as an attachment to the Financial Services Act (H.R. 10). This act would replace outdated laws separating commercial banking from investment banking. Ambiguities in the medical privacy provisions raise questions on whether existing State laws will supersede this new bill or render it obsolete. Doctor's groups maintain that a clause in the bill will allow health-care insurers to disclose a patient's medical records to third parties, without the patient's permission. Those that challenge the bill are concerned that companies will use this health information to disqualify customers from obtaining financial services. Differences in interpretations of the bill will be resolved in a House-Senate conference committee.
