Abstract: Lawmakers in California have passed a bill which would authorize the State to use coded identifiers instead of names in their HIV surveillance tracking system. This is the second year that such legislation has passed. Enactment of this legislation would mean that about one-quarter of all HIV cases in the U.S. would be tracked by identifier. The bill is controversial, and there are a number of groups opposing the measure.
