    Abstract:
    The Senate passed a trade bill which would guarantee access to cheap generic HIV drugs in African nations by allowing them to make their own drugs or obtain low-cost imports. The African Growth and Opportunity Act was passed by the House in July, but that version only expresses congressional intent to do more to stop HIV transmission in Africa. The Senate version includes an amendment that would allow nations such as South Africa to circumvent Western pharmaceutical companies. The House must now vote on the amendment for the legislation to pass.
