    Abstract:
    A proposition for the Health Insurance Portability and Accountability Act of 1996 has been brought forth by the Clinton administration to create the first set of national standards to protect patients' medical records. The proposal would not override stricter state laws that protect the confidentiality of HIV-related information. The proposal would also give patients new rights, and provide them with more information regarding those rights; impose criminal and civil penalties on providers and health plans that misuse patient information; permit disclosure in the public interest; limit patient information to health purposes only; and adopt safeguards to protect patient privacy.
