Title: House panel hears testimony on Federal privacy proposals. Journal: AIDS Policy Law; 1999 Jun 25; 14(12):4. PubMed ID: 11367297. Abstract: The Consumer Coalition for Health Privacy urged Congress not to pre-empt State confidentiality laws on medical privacy and replace them with a single Federal standard. The consumer group testified at a hearing conducted in May by the House Commerce Subcommittee on Health and Environment, which is attempting to complete Federal standards for medical privacy. The group is urging the committee to develop Federal law that sets a minimum standard of medical privacy, but will still allow the use and development of stricter State laws. Even the strongest Federal laws do not offer the same standards as existing laws in several States that protect the confidentiality of HIV-related information. The coalition asserted that nullifying these laws could create a public health crisis by undoing protections that encourage people to seek testing, counseling, and treatment for a number of conditions.
