    Abstract:
    After bitter partisan contention, the 1996 budget bill was finally passed. It included funding for agencies and departments supporting Ryan White CARE Act programs, Housing Opportunities for People with AIDS (HOPWA), and other HIV/AIDS programs. The U.S. Senate attached the Cohen-Kennedy amendment to the bill. The amendment appealed the Dornan Amendment, which called for the discharge of all military personnel who are HIV-positive. The delay in approval had an adverse impact on community-based organizations, who experienced delays in reimbursement, reduced funding levels, and service disruptions. Program specifics and funding levels are included.
