    Abstract:
    Terry Ruefli is the Executive Director of the New York Harm Reduction Educators program. Initially called the Bronx-Harlem Syringe Exchange, the program supplies a variety of syringes, teaches participants how to use and build their own bleach kits, and encourages people to exercise some control over their drug behavior. Most of the program staff and volunteers have a history of drug abuse, homelessness, HIV, and/or sex work. The staff makes referrals to other agencies only when specifically requested by a participant to do so. The New York Harm Reduction Educators program often works with another group called the Bronx Medical Van, where people can go for HIV testing. The New York Harm Reduction staff also includes a sidewalk therapist who helps people deal with difficult emotional issues.
