Abstract: Vacating and remanding a U.S. Court of Appeals, Third Circuit decision, the Supreme Court ruled that mentally retarded patients who were involuntarily committed to a state institution enjoy substantive rights, under the due process clause of the Constitution's Fourteenth Amendment, to safe conditions of confinement, freedom from bodily restraints, and such minimal training or habilitation as will ensure those interests.
