    Abstract:
    Emphasized in this convocation address is the inseparability of health and development and that development is a major factor influencing decline in human fertility. Health and development converge and contribute to each other, instead of health being considered as a mere consumer of resources and development as economic growth alone. Special attention should be given to those socioeconomic determinants which are likely to have an impact upon fertility decline and to link and integrate the delivery system in the socioeconomic sectors with family planning activities. Faster decline of fertility can be expected when the family planning efforts are closely meshed into development activities. The concept of primary health care is stressed as a powerful instrument for human development, and as a major carrier for the dissemination of the family resides in strengthening community based health and family planning services, and in securing total professional back-up support to the services at the higher echelons of the health care system. Services for fertility regulation shouldd be integrated into primary halth care services and continuity must exist between clinic based and community based services. Integrated health and family planning services are an excellent entering wedge to the whole process of development. It is argued that breakthroughs are needed not only in the science and technology of contraception, but also in organization, management, education and motivation. To the extent that all these efforts are ensured and related to those of overall development, to that extent will the family planning movement itself be integrated.
