    Abstract:
    This document contains the text of a 1988 Council of Europe Recommendation on the right to territorial asylum. In the recommendation, the Parliamentary Assembly recommends that the Committee of Ministers adopt a coherent asylum policy and a system of permanent consultation to examine problems arising from the growing number of refugees, screen asylum requests and grant temporary asylum to true asylum-seekers, and exchange information. The recommendation also seeks the speedy adoption of the draft European agreement on asylum application, the preparation of a European convention listing the prerequisites for receiving asylum, a specification of cases where those refused refugee status can still become immigrants. Specifically, it is recommended that the member states take measures to share the burden assumed by Turkey which has accepted more than 50,000 refugees from Iraq.
