Abstract: This document contains 20 sections of the 1988 Act approving the Liberian National Policy for Social and Economic Development. Section 1 notes that the high rate of population growth in Liberia threatens to cause deterioration in the quality of life of the Liberian people and to impede socioeconomic development. The population policy goals set forth in Section 2 are 1) improving the quality of life, 2) promoting health and welfare by preventing maternal and childhood mortality and morbidity, 3) reducing population growth rates through the provision of family planning services, and 4) achieving balanced population distribution. The eight specific policy objectives spelled out in Section 3 include population education, research, and service provision measures. Section 4 lists 10 targets for reducing mortality, providing services and information, reducing fertility, and increasing marriage age. Section 5 outlines the implementation strategies. The next seven sections provide more details on strategies to achieve goals in maternal and child health; family planning and fertility regulation; improving the status of women; serving children and youth; population education and information; spatial distribution of the population; and data collection, research, and training. Sections 13, 14, 15, and 16 cover organizational and administrative matters including implementation responsibility and the function of the National Population Commission. The role of private and nongovernmental organizations is discussed in Section 17, and strategies for monitoring and evaluating progress are presented in Section 18.
