  • Title: [General survey of the evolution of population programs in the Ruhengeri and Gisenyi prefectures].

    Abstract:
    In February 1992, interviews with employees of services charged with implementation of Rwanda's population policy were conducted to examine the general evolution of population programs in Ruhengeri and Gisenyi districts. Family planning is part of the population policy which the Rwandan government adopted in June 1990. More rigorous functional relations between the Regional Offices of ONAPO in the districts and other services must be established. In Ruhengeri, the population programs developed quite well despite troubles associated with the war. During December 1990 to October 1991, the contraceptive prevalence rate in Ruhengeri increased from 14.6% to 16.5%, but it has the highest child mortality (288/1000) and neonatal mortality rates (60.5/1000) in Rwanda. Contraceptive prevalence in Gisenyi was 11% in 1991. Ruhengeri had Rwanda's highest acceptance rates for irreversible contraceptive methods. In Ruhengeri, each school has two teachers (Abakangurambaga) serving as liaisons between the school and a population program. In Gisenyi, however, this teacher program is less developed. In fact, health centers do not maintain good follow-up with the teachers. Injectables and the pill are the most popular contraceptives in Gisenyi. The primary teachers' training college Gacuba II has integrated population education into its family life education curriculum. During 1986-1991, the number of pregnancies at the teachers' college were 3 in 1986-1987, 1 each in 1987-1988 and in 1988-1989, none in 1989-1990 and 1990-1991 (one student left the school in 1990-1991 to marry, however), and 2 in 1991-1992. In Ruhengeri, some other organizations involved in population-related activities include the Rwankeri health center, Gatovu secondary school via Abakangurambaga, and CCDFP in Nkuli commune. Those in Gisenyi include the Nyundo nutritional center, CPDFP, the primary teachers' training school via family life education, and the Busasamana health center.
