  • Title: Proposed Title 20 rules could jeopardize delivery of family planning services.

    Abstract:
    It is the view of the Planned Parenthood Federation of America that the new Title 20 regulations of the Social Security Act could have an adverse effect on the progress that has been made in family planning services. Under the proposed regulations family planning services would exclude abortion. The regulations fail to specify that sexually active minors should be served on their own initiative and consent; that outreach, transportation, and child care should be cited as allowable family planning expenses; that a choice of method and of source of service should be provided; and that medical standards should be maintained. Planned Parenthood believes that the proposed regulations do not expand the availability of family planning services for low-income persons, which was the congressional intent.
