    Abstract:
    During 1993, significant new legislation in the areas of abortion access, family planning services, public school sex education, and prenatal care was approved on the state level. Abortion-related legislation was introduced in all but 3 states; of the 19 new provisions signed into law, 10 supported access to abortion and 9 (4 of which have been enjoined) restricted abortion services. Overall, the thrust of the 1993 state legislative actions was to protect abortion rights. Maine became the fifth state to provide a statutory guarantee "to not restrict a woman's exercise of her private decision to terminate a pregnancy before viability." North Carolina tripled state abortion funding to US $1.2 million. 8 new states (California, Colorado, Connecticut, Massachusetts, Minnesota, North Carolina, Oregon, and Washington) enacted legislation aimed at protecting abortion clinic clients from harassment and safeguarding personnel. Most of the restrictive legislation approved involved mandatory counseling provisions and waiting periods. Of the 64 measures pertaining to family planning introduced, 12 were approved and 6 of these pertain to Norplant counseling and financial assistance. 5 of the 71 sex education abstinence should be emphasized as an effective means of preventing pregnancy. Finally, 5 states raised the Medicaid eligibility level for pregnant women from the mandated minimum of 133% of the federal poverty level to 185%.
