  • Title: Health care for the poor: lessons from the USA.

    Abstract:
    A new health policy in Nigeria based on the US model is being considered due to a changing economic climate. The former Nigerian Minister of Health proposed the taxing of Nigerian civil servants in order to pay for universal health care. The proposed model includes the development of an efficient taxation system, estimation of the extent of poverty, formation of a Board, development of a health system which includes all Nigerians, and data management, research, and consultation. Research would verify poverty status based on income and assure appropriate quality control. The system would generate a public relations focus for educating the public and would determine funding for serving the low income population. Government financial support would be adjusted for inflation and would be funded with revenues from sliding scale fees and co-payments. Decisions would need to be made about the appropriate percentage of taxation on civil servants, businessmen, and utilities. Consultation would be made with the US Agency for International Development, the World Health Organization, and the UNICEF on financing; the experiences with US Medicare and Medicaid would be used as a frame of reference. The situation of provision of health care in Nigeria is critical because 47% of the population is comprised of children aged 15 years and 22% of total population is women of reproductive age. The program aim would be to eliminate inequalities and inaccessibility in provision of health care.
