Abstract: The Vietnam General Confederation of Labor (VGCL) is a mass organization of laborers (about 3.5 million) in the private and state sectors. There are 53 provincial federations of labor, 400 branch trade unions in the provinces, 3000 trade unions at district level, and more than 30,000 primary trade unions. VGCL works to improve environmental and working conditions for laborers. It promotes maternal and child health care, and family planning. It began work in population and family planning in 1963 with a call for its members to use contraceptive methods. Current information, education, and communication (IEC) activities of the population and family planning program supported by the United Nations Population Fund (UNFPA) are directed toward convincing workers to comply with the following: 1) the wife should not have a child before she is 22 years of age; 2) birth spacing should be between 3-5 years; and 3) family size should be limited to two children. Workshops on population and family planning are conducted for trade union officers (both sexes) at all levels. To enhance awareness of population and family planning problems, various kinds of activities (writing and painting competitions) are being organized in Hanoi and other parts of the country. IEC materials, which are provided to trade unions in all provinces, include newsletters about contraceptive methods, booklets for workers on the benefits of family planning, posters with slogans, and video programs on population and family planning. Directors of enterprises have realized that the promotion of family planning among workers increases productivity; each establishment has a steering committee for population and family planning which the director chairs. Basic demography and the population program of the trade union are being taught on an experimental basis at The Vietnam Trade Union University, which is managed by VGCL. Most members of the trade unions in the private and state sectors are practicing family planning.
