Abstract: On November 6, 1986, President Reagan signed a comprehensive immigration bill that prohibits the hiring of illegal aliens and offers legal status to many such aliens already in the US. The bill offers legal status to aliens who could show that they entered the US before January 1, 1982, and have resided here continuously "in an unlawful status" since that date. Employers hiring illegal aliens are subject to civil penalties ranging from $250 to $10,000 for each illegal alien.
