Title: [Utilization of population data for planning in Togo]. Author: Assogba ML. Journal: Demogr Afr; 1986; (50):51-3. PubMed ID: 12341939. Abstract: Togo is a good example of the way in which developing countries are facing the questions of the integration of population data in their planning process. In 1964, when Togolese planners promoted studies to prepare the formulation of prospects for the next 20 years as part of the program "Horizon 85," 90% of the children in a population expected to number 3,000,000 attended school, full employment was realized along with a 3-fold increase in the standard of living. Not mentioned was the structure and dynamics of population. It is true that, at this time, there was almost no reliable demographic data to be used. In 1966-70, the 1st 5 year plan, addressing this lack of data, programmed several statistical and demographic tracking operations, principally the 1970 General Census, and the 1971 demographic survey. The 2nd (1971-75) and 3rd (1976-1980) plans, while insisting on the importance of "Man" as the main preoccupation of the planners, and noticing the population increase at a rate of 2.7% a year, as well as the problem of internal migration, did not give to these demographic questions an effective answer. Nevertheless, these years saw the creation of educational structures, including the University of Benin, the "Ecoles Normales." The quick replacement of the ambitious 4th plan (1981-1985) by 1 year plans, introduced more adaptability in the planning process. Togolese planners, like those of other developing countries, confronting the lack of data and means, kept the integration of population data at the level of intentions. Lately, planners are programing studies integrating demographic data at a quantitative and structural level: meanwhile several demographic surveys are in progress in the country.
