    This Ordinance amends the Aliens Act to add Turkish citizens without a valid visa or a valid residency permit for a European Community country, the United States, or Canada to the list of foreign citizens who will be required to have a German residency permit in order to land at a German airport, even though they have a through ticket to a destination outside of the Federal Republic.
