    Abstract:
    Among other things, this Irish Act 1) extends social welfare benefits to the self-employed and 2) and introduces a preretirement income scheme for the longterm unemployed. The scheme is optional, and a person must satisfy a means test in order to qualify for benefits. The rate of the allowance will initially be the same as the rate of unemployment assistance, and initially it will be available to the unemployed who are over 60 years old. Included in social welfare benefits are maternity and child benefits.
