    Abstract:
    This El Salvador Decree states that the transfer of real estate and the granting of loans to low-income families for the development of the Special Programme for the Construction of Housing is of social interest and public use. It establishes the following incentives for housing, among others: 1) all acts, contracts, and agreements relating to the housing will be exempt from taxes, assessments, and the payment of fiscal or municipal contributions; 2) loans will be granted by savings and lending institutions affiliated with the Financial System of Housing of up to 100% of the purchase price or price to repair the property. In order to benefit from these incentives persons must be certified as being part of the Programme; they do not need to be depositors in the institution that grants them a loan. The incentives will be in effect for 3 years.
