    Abstract:
    This Rwanda Instruction creates a system of savings for housing through which loans will be granted to persons who have made deposits in savings accounts to finance family housing. Such loans can be used for construction, acquisition, extension, or certain expenses for repair and improvement of housing. Loans can be made after an account has been in existence for at least 24 months and can equal no more than 5 times the balance of the account. Loans are to be repaid within 2-15 years. Further provisions set forth the method for calculating interest payments on both the accounts and the loans made against the accounts and contracts for accounts, among other things.
