Abstract: Family planning programs offer ideal opportunities for reaching sexually active women of reproductive age with information about the prevention of human immunodeficiency virus (HIV) and other sexually transmitted diseases (STDs). The Jamaica Family Planning Association (FAMPLAN) integrates HIV and STD prevention into all its clinical and community services. The integrated program, launched in 1993, seeks to promote sexual behavior change, increase condom use, and improve STD diagnosis and treatment. All family planning clients are instructed in condom use and are asked to demonstrate proper technique on a penis model. Clients receive a free supply of two condoms and information on where to purchase additional supplies. When FAMPLAN counselors present a family planning method, they note whether it confers protection against STDs and emphasize the importance of dual method use. As a result of a more comprehensive reproductive health approach, the emphasis of counseling sessions has shifted from didactic instruction on family planning methods to an exploration of clients' broader sexual health needs. Although cultural norms that tolerate promiscuous behavior among men remain a barrier to sexual behavior change, women have been taught safe sex negotiating skills and empowered to refuse unsafe sex. By mid-1995, FAMPLAN's integrated program had reached 20,000 people.
