    Abstract:
    In this paper, after differentiating evaluation from classical research, three issues are addressed: How to deal with the tyranny of randomised controlled trials? How to ascribe behavioural effects to prevention or to treatment? How to disentangle the short and long term effects of interventions? It is argued that addressing these three issues would help to understand why France, as compared to other Anglo-Saxon countries for instance, has been less concerned by the issues of evaluation and effectiveness, and where it could go if it wanted to get more involved around these matters.
