Abstract: Public sector healthcare delivery is very much hospital-oriented. Hospital services are overused, and this applies particularly in outpatients' departments, which, however, are understaffed. Service provision is heavily based on specialists, which leads to fragmentation. The Insurance Funds, on the other hand, provide a different range of services for eligible beneficiaries. All the above create inequalities and dissatisfaction among the population. Those who can afford to pay seek services in the private sector, which is growing very fast.
