Title: Understanding AIDS: an information brochure being mailed to all U.S. households. Author: Centers for Disease Control (CDC). Journal: MMWR Morb Mortal Wkly Rep; 1988 May 06; 37(17):261-9. PubMed ID: 2834628. Abstract: In a 1988 report, the Centers for Disease Control (CDC) outlined its AIDS information brochure which was mailed to all U.S. households between May 26 and June 30, 1988. The mailing was the federal government's 1st attempt to contact virtually every resident, by mail, regarding a major public health problem. The brochure, presented in a simple, direct manner, was prepared by CDC in consultation with the Surgeon General and public health officials, medical experts, advertising consultants, and the general public. The brochure was produced in Spanish as well as English, and its purpose was 3-fold: to clarify how AIDS is transmitted; to emphasize that behavior, not identification with risk groups, put people at risk; and to stimulate informed discussions about AIDS at all levels of society. In conjunction with the mailing, the CDC initiated contacts with state health departments, and manufacturers of AIDS testing kits. In addition, anticipating the increased requests for information that the brochure would generate, the CDC added up to 1,000 operators to the National AIDS Information Line. Hotline callers were referred to local hotline numbers, and had access to Spanish-speaking operators, if desired. To monitor and assess the impact of the brochure, the CDC planned to use data gathered through the AIDS Knowledge and Attitudes supplement of the National Health Interview Survey. Those who do not speak English, or who are illiterate, the homeless, and drug abusers, may not have been reached by the brochure. To address this problem, the CDC worked with state and local health departments to target educational efforts for these groups.
