Title: Primary health care in relation to sexually transmitted diseases. Author: Pal D. Journal: J Commun Dis; 1982 Sep; 14(3):197-9. PubMed ID: 6897840. Abstract: India's Sexually Transmitted Diseases (STD) Control Program in past plans has been essentially a vertical program with emphasis on providing diagnostic and therapeutic services to the urban community. This was accomplished primarily by opening STD clinics at the district hospitals. For proper functioning of the clinics, it was necessary to provide good training for the inservice medical officers and technicians. This has been done by providing them with orientation courses at the institute for the Study of Sexually Transmitted Diseases, Government General Hospital, Madras and the STD Training and Demonstration Center, Safdarjung Hospital, New Delhi. A VDRL producting unit was established at Calcutta. As the majority of the population lives in the rural and simi-urban areas, it is essential that services related to STDs should be made available at the grassroots level. During the 6th Five Year Plan, it is proposed to provide these facilities at the Primary Health Centers (PHCs) and later on at the Maternal and Child Health (MCH) Centers. In regard to STD, the 6th plan consists of the establishment of 5 Regional Training Centers. The medical officers most likely to be trained at the North Regional Training Center in Delhi will be from the PHCs. The training course will last for 1 month. After receiving requiste training, the medical officers will be able to better diagnose cases of syphilis and gonorrhea. It is also proposed to establish the Regional Reference Laboratories at the 5 centers. The primary purpose of establishing all these Regional Training Centers will be to provide training to the laboratory technicians working at the Primary Health Centers. By providing PHCs with additional equipment like a VDRL shaker, a water bath, and a hot air oven, they will be in a position to do the VDRL test. Thus, all pregnant women attending the antenatal clinics at the MCH centers and the PHCs can be screened for syphilis and can be tested for gonococcal infection. The Regional Training Centers, Regional Reference Laboratories, and Regional Survey STD Mobile Units are likely to be established, in a phased manner.
