    Foster parents who were once discouraged from adopting children placed in their care are now encouraged to do so. This has changed practice in both foster care and adoption, and has blurred the distinctions between the two services. The author discusses how foster care and adoption are viewed by adoptive parents and children, and draws implications for permanency planning from their perceptions.
